大象传媒 holds public forum, panel interview for presidential aspirants

 

It is the University ritual that takes place every four (4) or eight (8) years where the number of presidentiables varies. But one thing remains true, out of the aspirants, one will take the helm as the new president of the University of Southeastern 大象传媒 (大象传媒).

This year, five (5) all-male aspirants to the position of the seventh University President faced the 大象传媒 constituency in a public forum at the University Gymnasium and Cultural Center (UGCC); and the Search Committee for President (SCP) for a close-door panel interview at the College of Information and Computing Audio-visual Room (CIC-AVR) on September 1, 2023 at 大象传媒-Obrero Campus, Davao City.

The presidential aspirant to be voted by the 大象传媒 Board of Regents (BOR) will be the successor of incumbent 大象传媒 President, Dr. Lourdes C. Generalao, who is set to step down in November 2023 after serving two (2) full terms equivalent to eight (8) years.

Presidential Aspirants and their respective ranks and affiliations are as follows:

Dr. Alexander M. Campaner, College Professor of the Davao del Sur State College (DSSC), and a former SUC President of the Southern 大象传媒 Agribusiness Marine and Aquatic School of Technology (SPAMAST);

Dr. Rec E. Eguia, Professor V of 大象传媒, and a former Faculty Regent of the 大象传媒 BOR;

Dr. Bonifacio G. Gabales, Jr., Professor V of 大象传媒, and the incumbent 大象传媒 Vice President for Academic Affairs;

Dr. Gilbert M. Gordo, Associate Professor V of 大象传媒, and the incumbent Dean of the 大象传媒 College of Business Administration; and,

Dr. Ramjie Y. Odin, Professor VI of the Mindanao State University (MSU)-Maguindanao, and the incumbent MSU-Maguindanao Vice Chancellor for Research, Extension, and Development.

These candidates satisfied all the requirements of the rigid search process.

The SCP is chaired by Dr. Jose V. Camacho, Jr., Chancellor of the University of the 大象传媒- Los Ba帽os (UPLB). The committee members are Dr. Tirso A. Ronquillo, President of the Philippine Association of State Universities and Colleges (PASUC); Dr. Christopher Pio O. Pulido, Supervising Education Program Specialist of the Commission on Higher Education (CHED) Region XI; Dr. Maria Lourdes Garcia-Monteverde, Immediate Past President of the Davao City Chamber of Commerce and Industry, Inc., and Assoc. Prof. Susan Vicente D. Villarente, Faculty member of 大象传媒. The SCP also includes resource persons from the Alumni and Student Sector namely, Dr. Arman A. Capin and Ms. Gia Alliona A. Caminade, respectively.

Dr. Joan D. Gervacio, Secretary of the University and 大象传媒 BOR; and Mr. Alexander M. Yumul, Project Technical Staff of the Office of CHED Commissioner Aldrin A. Darilag, served as the secretariat.

 

Public Forum: Commitment to Transparency and Inclusivity

The Presidential Aspirants鈥 Public Forum aims to promote transparency, community engagement, and inclusivity in the selection process of the next 大象传媒 President. The forum provided a unique platform for candidates to engage with the public and articulate their vision for the future of 大象传媒.

The Forum also gathered 大象传媒 officials, faculty, staff, students, alumni, and community members; the SCP; sectoral representatives; heads of agencies/institutions of government agencies and departments; and other guests.

Dr. Generalao, in her opening remarks, stated that the Public Forum demonstrates the significance and contribution of the input and engagement of the community to the selection of the University鈥檚 future leaders who align with 大象传媒鈥檚 shared goals.

鈥淚 express my optimism that this Public Forum will be a platform of insightful discourse, and I encourage all participants to engage in thoughtful discussions. Let us work together in fostering an environment characterized by collaboration, accountability, resilience, academic excellence, and a strong service orientation,鈥 she said.

In his inspirational message, Commissioner Darilag, the Chair of the 大象传媒 Board of Regents, encouraged a course of action for the leadership in any higher education institution summarized as follows: (1) create, support, and sustain learning environments that secure professional development for faculty members; (2) focus on collaborative learning engagements; (3) empower holistic creativity, innovation, and skills development; (4) introduce methods of learning for students that generate useful information; (5) create more thinkers and problem-solvers; (6) develop effective communication skills; and (7) highlight the 鈥榲alue side鈥 of stakeholder improvement.

He further challenged the next 大象传媒 President to endeavor for the inclusivity of education in the tertiary education. 鈥淢ore than a privilege, it is a greater responsibility to whoever the next president would be, to lead 大象传媒 to excellence, to continue what has been started, and to maintain the status of being a world-renowned institution,鈥 Dr. Darilag added.

Dr. Camacho gave the overview of the selection process and the rationale and guidelines of the public forum. He also remarked how the Forum was very organized- indicating that the University has improved its manner of conduct of public forum for presidentiables. He jokingly recalled the statement of Dr. Ronquillo that the forum was already like an 鈥榠nvestiture鈥 more than a 鈥榮earch鈥.

All the candidates were given 15 minutes for their presentation and followed by an open forum where sectoral representatives gave their inquiries to the presidentiables.

Dr. Ronquillo officially closed the Forum thanking the SCP for organizing such important event in the life of a university, the Presidentiables for taking the courage and stepping up for the call of time for leadership in 大象传媒, and to the attendees for witnessing a historic juncture in time that influences how the University may lead for the next years.

大象传媒 community celebrates outgoing President鈥檚 legacy; Generalao hands over heritage to succeeding prexy

 

An eight-year ride full of progress, reflection, and challenges certainly deserves a celebration for its well-deserved heritage.

In the culmination of the series of festivities and University activities that celebrate the leadership, innovation, gratitude, heritage, triumphs, and success of the University of Southeastern 大象传媒 (大象传媒) dubbed as the L.I.G.H.T.S. of LOURDES, Dr. Lourdes C. Generalao delivered her final State of the University Address (SOUA) as the 6th University President on November 10, 2023, at the University Gymnasium and Cultural Center (UGCC), 大象传媒 Obrero Campus, Davao City.

The University also recognized and honored outstanding and exceptional individuals, offices, and partners who played a significant role in the development and progress of the University. As 大象传媒 aims to foster a culture of excellence and inspire others to strive for professional growth, the event highlighted the University鈥檚 dedication to cultivating talent and commitment and instilled a deep sense of appreciation within the community.

Moreover, the 鈥淧agpupugay at Pasasalamat sa Pangulo鈥 offered a heartfelt tribute to the outgoing president, Dr. Generalao, for her invaluable leadership, dedication, and service to the University in the past 43 years- with the last eight years serving as the University President.

This activity is attended by the 大象传媒 Board of Regents, University officials, family and friends of the outgoing President, Philippine Association of State Universities and Colleges (PASUC) XI and other SUC Presidents, Faculty and Staff, Student leaders, Alumni Federation Officers, and other University stakeholders and partners.

 

Generalao鈥檚 final SOUA: Triumphs, wish lists, hopes

Dr. Generalao opened her SOUA with a personal take on the official tagline of the University, 鈥淲e Build Dreams Without Limits,鈥 stating that it is more than a fancy tagline as, according to her, since the inception of 大象传媒, the University has been instrumental in turning the dreams of each member of the community 鈥 from students, teaching and non-teaching personnel, and its community partners.

She also recalled how the University became her first and last employer, as she will retire from public service after her tenure as the 6th 大象传媒 President. She recalled, 鈥淚t took me back to the year 1980 when I first applied to the University as a fresh graduate and was hired as a temporary instructor, oblivious to what lies ahead. As most of you know, 大象传媒 is my first employer, and who would have thought that it would also be my last? Perhaps, my loyalty to 大象传媒 has always been ingrained in my heart. From being a temporary instructor with a simple dream of earning a decent salary to provide for my family to retiring as the University President who propelled the institution to greater heights, it is true: if one aspires and does it with excellence, success is attainable. Forty-three years in public service has been a humbling experience.鈥

Dr. Generalao also reiterated her vision of 大象传媒 as a future-ready University which she recalled the need to reposition the University amidst external factors such as ASEAN Integration, K-12 (Kindergarten to 12) program, Roadmap for Public Higher Education Reforms (RPHER) 2011-2016, and Davao Regional Development Plan (DRDP) 2011-2016, and the Covid-19 pandemic in late 2019.

In closing, Dr. Generalao expressed her excitement for the next chapter of her life as well as of the University under the new leadership. She also conveyed her confidence in the incoming President- Dr. Bonifacio G. Gabales, Jr. 鈥淭o Dr. Bonifacio Gabales, Jr., our new University President, I believe that you will continue the work we started and surpass it. The weight of responsibility that comes with this role is immense, but remember that you have been chosen to lead because of your vision, integrity, and the promise of positive change,鈥 she said.

She also rallied support from the 大象传媒 community for the incoming administration. She highlighted that varying viewpoints can strengthen the collective growth and success that can lead the University to richer discussions and innovative solutions. 鈥淭ogether, we can build a brighter future for ourselves, our children, and the people on the fringes of society. Let us move forward with hope, determination, and unity. Let us be the change that we want to see in the world,鈥 she said.

 

Acknowledging the Generalao Legacy

Internal and external stakeholders of the University were recognized in the Presidential Awards part of the activity. Moreover, members of the University Governing Board who served under the administration of Dr. Generalao since November 2015 were also honored.

Messages of thanks and appreciation for the service of Dr. Generalao filled the gymnasium in the Pagpupugay at Pasasalamat sa Pangulo segment. Commission on Higher Education Commissioner and the incumbent Chair of the 大象传媒 Board of Regents (BOR), Dr. Aldrin A. Darilag, gave his message, followed by the President of PASUC and the Batangas State University, Dr. Tirso A. Ronquillo.

Others who gave their inspiring messages were National Economic and Development Authority XI Regional Director, Dir. Maria Lourdes D. Lim; Court of Appeals- Judicial and Bar Council Associate Justice Rogelio G. Largo; Dr. Maxima M. Cirunay, Ms. Imelda C. Lin-ao, and Dr. Irvin C. Generalao, the husband of Pres. Generalao.

Dr. Generalao was then bestowed with the 大象传媒 Presidential Medallion as a symbolic memento of appreciation for the President鈥檚 service to the University.

Reverend Father Emmanuel 鈥淏ong鈥 Gonzaga and Reverend Rueland D. Badoy facilitated the gratitude and farewell benediction for Dr. Generalao.

The program ended with the singing of the 大象传媒 Hymn and 大象传媒 flag lowering to signal the end of a chapter of the University鈥檚 life with Dr. Generalao as the President. Dr. Generalao then turned over the folded 大象传媒 flag to the incoming president of the University, Dr. Bonifacio G. Gabales, Jr., as a gesture of heraldic handover of responsibilities and the task to enrich the 大象传媒 heritage to the next administration.

The members of the community of the University doff our hats off and show respect to an unwavering public servant whose heart and existence were committed to serving 大象传媒 for 43 long-fruitful years in various capacities, with the last eight years of which as the University President. Indeed, Dr. Generalao鈥檚 tireless efforts and visionary leadership have left an unforgettable mark on the University- transforming it into a bastion of knowledge and innovation for the region and beyond.

As the University bids farewell to Dr. Generalao鈥檚 term, the community looks to the future with anticipation, ready to embrace the opportunities and challenges that lie ahead.

In a bid to uphold the principles of transparency, accountability, and active participation in the academic community, the Office of the Secretary of the University and the University Records Office (OSU-URO) organized a Freedom of Information (FOI) Orientation and Consultation (FOC) last December 21, 2023, at the University Social Hall, Obrero Campus, fro m 1:00 PM to 5:00 PM.

The session served as a cornerstone of the University鈥檚 commitment to fostering a culture of openness. This initiative equipped University FOI Officers and Secretariat, Campus Public Information Officers (PIO), QMS Document Control Custodians, and selected student leaders with a comprehensive understanding of the FOI Program, including its benefits and significance in the context of State Universities and Colleges (SUCs).

The hybrid setup of the event allowed for both face-to-face involvement from the participants and virtual engagement via Zoom of the resource speakers. In his welcome remarks, University President Dr. Bonifacio G. Gabales, Jr. set the tone for the session. His emphasis on the importance of access to information solidified the University鈥檚 commitment to transparency and the sharing of knowledge, aligning with the mandate of the FOI.

The session featured distinguished speakers from the FOI Project Management Office, starting with Mr. John Wilmer Jimenez, Project Development Officer of the Communications and Capacity Development Division, who delved into the Freedom of Information Program. Mr. Jimenez discussed Executive Order No. 2, s. 2016 on the people鈥檚 right to information, highlighting the order鈥檚 provisions, historical context, and broader implications for transparency and information access.

Ms. Patricia Marri Maranan, Project Development Officer of the Communications and Capacity Development Division, shed light on FOI requirements and compliance, focusing on a detailed explanation of the legal and procedural aspects related to accessing information.

Mr. Francis Nicolai P. Pallada, Information and Communications Technology Officer at the Office of the President of the Republic of the 大象传媒 鈥 Philippine Communications Office (PCO), provided guidance in navigating the Electronic FOI Portal, covering the advancements and innovations in making information accessible through digital platforms.

The orientation and consultation session concluded with closing remarks from Dr. Tamara Cher R. Mercado, Vice President for Planning and Quality Assurance, who underscored how the insights gained from the FOI Program contribute significantly to the academic environment, enabling more informed and accountable decision-making processes.

The FOI Orientation and Consultation initiative reaffirmed the University鈥檚 dedication to fostering openness and equipped its personnel with the essential tools for implementing the FOI Program effectively. This dual impact highlights a significant stride toward a more transparent and informed academic community, aligning the University with its principles of accountability and accessibility in access to information.

大象传媒, NAP collaborate on records management initiative; orient records custodians on RDA

 

The University of Southeastern 大象传媒 (大象传媒) successfully held an Orientation and Writeshop on the Process of Developing the University Records Disposition Schedule (RDS) on April 4, 2023. The program aims to develop the 大象传媒 RDS, which will serve as the legal basis for the disposition of records that are substantive to the University pursuant to Republic Act 9470, also known as the National Archives of the 大象传媒 Act of 2007.

Collaborating with the National Archives of the 大象传媒 (NAP), the orientation and writeshop were attended by more than eighty (80) office records custodians, with Mr. Terence Michael A. Tablizo, NAP Supervising Records Management Analysts, serving as the resource person.

The event commenced with an introduction to the significance of Records Disposition Administration (RDA), followed by a presentation on identifying and locating the records series, determining the age and volume of the records series, and finding out the present and future requirements of the agency in terms of filing equipment, floor space, and records personnel. Attendees also learned how to establish a reasonable and acceptable retention period, identify records of permanent value, and determine a specific length of time as the life span of records.

Organized by the Office of the Secretary of the University and the University Records Office (OSU-URO), the program鈥檚 expected outputs included orienting all Office Records Custodians on the concepts and importance of records disposition administration, approving Consolidated Records Inventory and Appraisal (NAP Form 1), constituting the 大象传媒 Records Management Improvement Committee (Special Order by the University President), and NAP-approved 大象传媒 RDS (NAP Form 2) as a legal basis of the University on the disposition of its substantive records.

Additionally, a policy issued through Memorandum Circular on the Guidelines and Procedures on Disposal of Records and Use of RDS, and RDA Program was implemented by the University.

The event was a success, with attendees gaining a deeper understanding of the importance of the RDS and how it plays a significant role in maintaining the integrity and accountability of the University鈥檚 records. The 大象传媒 Records Management Improvement Committee will continue to work on implementing the RDA program and ensuring the proper management of the University鈥檚 records.
